It’s a top-notch game and one that furthers the Vita’s library of exclusives, while also making the PlayStation TV a good buy since it’s compatible with that device as well and SRPGs are generally a bit easier to play on a larger screen.
Hyperdevotion Noire: Goddess Black Heart doesn’t revolutionize the genre of Strategic RPG in any way and instead focuses on offering a simple yet funny and enjoyable game. That’s something to not be ashamed of. It is more a game to enjoy for all the elements it has than those that could have had. A really good game for those who like SRPG.

A decent first step into the TRPG pond. While it lacks the serious tone and depth required for a diehard RPG lover, fans of the series and those looking for a laid-back comedy story will have lots of fun.
A surprisingly competent strategy RPG with solid mechanics, great stylised visuals, plenty of content and well-observed videogame parody humour. Not to mention an extraordinary amount of risqué fanservice for those who love Hyperdimension Neptunia.
In the end, Hyperdevotion Noire is a spinoff that breaks from the gameplay norms of its predecessors, but not its overall sentiment: if you can stomach (or even embrace) the pandering amounts of moe and shower scenes, you will be treated to a fun and addicting RPG that does service to several tried-and-true gameplay mechanics while poking fun at several well-known franchises.
Fans of the franchise will love the change of pace, as well as getting up close and personal with Noire and the other generals. Everyone else, however, may not be wooed quite so easily.
Hyperdevotion has potential, but it has some problems that it needs to work out before becoming the fun game that it definitely can be. The combat is slow, the story is terribly boring, and the game’s difficulty should be tweaked. There’s a good game hiding somewhere in Hyperdevotion, now the job is just finding it.
Hyperdevotion Noire might not win too much in terms of story, as it is fairly straightforward, but it makes up for it with solid characters, and solid strategy gameplay mechanics. There are also plenty of hilarious refences to other games/franchises. If you can get past some fan-servicey moments, Goddess Black Heart is a fun game to play.

Noire is winning the console wars in GamIndustri. However, she's tricked into doing something that depowers all the goddesses, and she's has to fix what she's messed up. She does it with the help of the other goddesses, her generals, and you, her secretary.
It's a decent strategy RPG, with some punishing difficulty. It gets hard early on, with bosses and even normal enemies that can hit you for 75% of your energy. You can strengthen yourself by sticking close together; this generates "love points" which can let you use special abilities, turn the goddesses into their CPU forms, or even summon reinforcements. It's a pity that doing so puts you in risk of aoe attacks. The game feels like it ought to be easier, because the story is light and fun; but the gameplay seems tuned to people who like harder SRPGs like Fire Emblem. Even on chapter two I started dying often enough to consider using the "make this fight easier" button.
The story is typical Neptunia, and makes with the fan service often. It's probably the best of the Neptunia games gameplay-wise, but isn't a top-tier SRPG. There are some mild dating sim elements, but they are nowhere near as intensive as Producing Perfection, and trickle in slowly during each chapter. It's a must-buy if you like the series, and a decent SRPG otherwise.
Worst game in the series. The writing was very out of character in comparison to the rest of the games - Neptune in particular sounded extremely odd, very different to how she did in Re;Birth 1, although I hear this is due to the company handling the game making a bad localization rather than writing. Too many unfamiliar characters being introduced - there's already an existing cast of 4 goddesses and who knows how many company inserts, don't know why they just didn't use them - and it doesn't help that the new characters are usually only in for one scene or one joke each and then it's on to the next.
The gameplay is barely average and has a lot of problems - the difficulty is very high UNLESS you use the lily rank system, which turns the game into a cakewalk, so poor difficulty scaling, there are traps that damage your character and end your turn but you can't actually choose the path your character takes so you're going to waste turns getting around them, the monsters aren't affected by the traps or fall damage. Little enemy variety.
Most of the soundtrack is recycled from earlier games. The artwork is really nice, though.
Overall a game I intensely regret purchasing and strongly recommend the two other games I've played in this series - Re;Birth 1 and Re;Birth 2, although 1 is better than 2.
I thought this was a game about Noire, instead the entire game revolves around some unlikable, unvoiced "secretary" that doesn't even get a sprite. Noire doesn't even act like her usual self, she was always the independent, hardworking girl that could do anything, in this game she is more of a helpless damsel in distress. The events have none of the charm the other Neptunia games have and compared to the other Nep games there aren't many references to the videogame industry at all. The gameplay is ok-ish. Not bad but certainly nothing special either, it gets boring really fast.
I expected a lot more of the game, Noire is my favorite Goddess but this game does her no justice.
